"License" shall mean the terms and conditions for use, reproduction, and distribution as defined by Sections 1 through 9 of this document.

Since the Appendix is outside the stated scope of "Sections 1 through 9", the requirement in 4(a) that "You must give any other recipients... a copy of this License" does not include to the Appendix.
